Licensure of healthcare facilities

Licensure of healthcare facilities is mandatory and is obtained from the state in which the facility will operate.  Accreditation of healthcare facilities is voluntary.  Independent organizations develop standards and conduct surveys and audits to determine if they will proved accreditation to healthcare facilities.  What are some reasons a facility would seek accreditation even though it has already been licensed?  Why might a facility choose not to seek accreditation?
