The National Labor Relations

The National Labor Relations was first enacted in 1935 and amended three times, with the last major amendment occurring more than 60 years ago. (There were some amendments pertaining to the healthcare industry in the 1970s.) If you had a magic legislative wand, what would you change (add to, delete, or modify) in the NLRA that would improve labor relations in construction? Explain why/how it would make things better.
