A nosocomial urinary tract infection

Please research the definition of a nosocomial urinary tract infection (UTI) and what are some of the causes. (Medicare has identified some nosocomial conditions that they will no longer reimburse the hospital for. Please see this link for the list http://www.cms.gov/Medicare/Medicare-Fee-for-Service-Payment/HospitalAcqCond/Hospital-Acquired_Conditions.html). Please take one side of the argument, Should hospitals be reimbursed or not for nosocomial UTIs. What are  thoughts about this issue?
