What are the checks to balance human population?

Should governments intercede into and influence natural evolution to either

a) promote the fittest individuals to procreate?

b) prevent the unfit from procreating?

and/or c) provide financial support to the unfit so that they may survive?

What are the results and implications of the answers to these questions?
