Is a Democracy a government where people vote?

Is a democracy a government where people vote? Is it a government where the people have a say in the rules? Do the people need to vote on every elected official, or just some of the officials? Does people need to be eligible to vote, or just some? Does the government need to protect all people or just citizens?
