Criminal Liability of Youth Offenders

House Speaker and Davao del Norte 1st District Representative Pantaleon Alvarez and 2nd District Representative Fredenil Castro filed a bill to amend the Republic Act Number 9344 or the “Juvenile Delinquency Act of 2006.” Under the filed House Bill Number 2 or the “Minimum Age of Criminal Responsibility,” the minimum age of criminal liability will be reverted from 15 to 9 years old.

They explained that the existing law pampers youth offenders who commit crimes. Given that the law does not impose criminal liability to young ones, it gives the youth the impression that they can get away with doing crimes. Moreover, they reiterated that the proposed bill will also stop adult criminals to make use of the youth below 15 years old to do crimes like drug trafficking.
