Legitimate leaders

What happens when a government does not have diffuse support? Public officials will find it hard to govern because many citizens will not recognize them as legitimate leaders. Citizens may not willingly obey laws with which they do not agree. The Public will not want to preserve a governmental system that they do not support. All of the statements are true.
