Lung cancer screening

For these 3 given clinical preventive services ( lung cancer screening, breastfeeding: primary care interventions, skin Cancer prevention : Behavioral Counseling) I am discussing  the various dimensions of the policy making process including the roles of ethics and evidence, why research is needed and the the state ethics that should be applied.  I would like some steps how to answer this question.  Do I create a policy based on what I read on each these topics, then state why research is needed, along with discussing  state the ethics that should be applied to each.

I am not sure and need some clarity.
