Arizona Legislature and Phoenix Sun fans

The Arizona Legislature and Phoenix Sun fans are sick and tired of Robert Sarver owning the Suns. They made a law that states no one by the name of Robert can own a professional sports team in Arizona. Robert Sarver is disgruntled by the situation, and meets with you, a University of Arizona law student because 1. he is a U of A alumni,

He is too cheap to hire a licensed attorney. He wants to know what advice you can give him based on this class, and what he should do to keep the team.
