With the emerging threat of a bioterrorist attack on communities in the United States, there has been much discussion by leaders in emergency management as to whether or not the model taught for preparing for emergencies needs to be changed. Some EM leaders argue that the model does not require any fundamental changes while others disagree.

One suggestion put forth is that the most important element of an emergency management and operations plan is communications. The logic is that it is of utmost importance to communicate quickly and effectively across all levels to coordinate and manage the response. The argument also presents the point that we already know our hazards and that a vulnerability analysis will not yield the benefits of first establishing a strong communication system. Perhaps the strongest point is that “all we really have to use initially to respond to a bioterrorist attack is communication.”

Find and summarize a brief example of a disaster or emergency where poor communications significantly hampered operations, and highlight the actual costs of the poor communication: money, deaths, equipment lost, etc.
What single action could have prevented the problems?

Use of Balanced Scorecards

This is a research project that will require the use of the library and/or the Internet. The research project should be in the form of a term paper intended to objectively report on the considered use of Balanced Scorecards on their projects for a well-established, fictitious, medium-sized Tier 1 supplier for Ford Motor Corporation which has recently established a Project Management Office.

1. I’m looking for knowledge of the relevant course material, understanding and evaluation of the arguments involved, and some original and coherent thinking. Style is relevant. This involves such things as clarity, organization, grammar, and spelling.
2. The essay is a defense of your own position regarding a question of ethical significance. To give your position a worthy defense, imagine that your reader is skeptical about your conclusion but sympathetic to well-formulated arguments. When arguing against a position, imagine how your opponent would reply.
3. Strong argumentation and originality of thought are highly valued in philosophy papers. This could involve subtle and detailed analysis of an issue, concept, or author, and it could involve comparing or connecting different ideas in order to develop your own view. Accuracy in your treatment of texts is also important. As a reader, I want you to give me the most for the least – that is, to make lots of points, defend them adequately, back them up with appropriate attention to the course material, and to do this without padding or repetition.
4. Marks will be deducted for poor writing (paragraph organization, grammar, and diction), so proofread carefully. I also come down hard on papers that clearly misread an author, that is self-contradictory, or that say little in a vague way.

Self-determination and Territorial Rights

Organization:
This paper must include a full introduction paragraph that begins with a hook, introduces the topic (the company being analyzed), and the thesis and essay map. After the introduction, the paper must include multiple body paragraphs that follow the AXES; in each body paragraph, quotes (if the ads have words) and descriptions of the ads must be integrated to support the student’s claims. Each body paragraph should contain at least one quote or detailed description of the ads, and each must be cited! The paper must wrap up with a conclusion paragraph.

The best way to approach this paper’s organization is to explore the ads chronologically; this means you will likely have two to three body paragraphs on the old ads, followed by two to three body paragraphs on the new ads. Remember: compare the ads based on a shared theme to determine if the message has changed. Give equal attention to all four ads.
