Description how the models of peacekeeping differ and what they seek to accomplish. Then consider the 1994 Rwandan genocide, where UN peacekeepers pulled out of Rwanda as the ceasefire broke down and the genocide ramped up. Peacekeepers on the ground reported the onset of violence to the UN but were ordered by the Security Council not to get involved. How would this UN mission be viewed (a success or a failure) from the perspective of old and new peacekeeping?
