Human population growth

1. In your opinion what is the most effective way to control human population growth to prevent an over-populated world?

Are environmental issues global, regional, or national in scale?  Which organizations and/or individuals are best equipped to deal with these issues?   Please explain your answer and provide examples to help clarify your position.
