Program Evaluation Proposal

Within the evaluation field, evaluators often bid on projects or jobs. A program evaluation proposal demonstrates the ability to identify the appropriate method and approach to conducting an evaluation on the program or evaluand. The paper should be written as though it were being submitted in response to a call for evaluation proposals.

 

Instructions:

This assignment should include the following sections:

  • Three Evaluation Questions (30 points)
    o What are the three questions that will drive your evaluation (write these in the form
    of questions from the program’s perspective)?
    o What do these questions seek to examine (feasibility, cost, use, etc?)
  • Proposed Data Collection Plan (35 points)
    o Describe how you will answer the evaluation questions
    o Where will data come from?
    o What issues are there related to data collection?
    o How will data be analyzed?
  • Proposed Use for Evaluation Report (30 point)
    o How will findings be presented?
    o To whom will findings be presented?
    o Do you have any ideas for encouraging use?• Please make sure to note: 1) any evaluation theory that drives your evaluation approach;
    2) if your evaluation is summative or formative; 3) any special circumstances around your
    evaluation.
