Criminal Liability of Youth Offenders

House Speaker and Davao del Norte 1st District Representative Pantaleon Alvarez and 2nd District Representative Fredenil Castro filed a bill to amend the Republic Act Number 9344 or the “Juvenile Delinquency Act of 2006.” Under the filed House Bill Number 2 or the “Minimum Age of Criminal Responsibility,” the minimum age of criminal liability will be reverted from 15 to 9 years old.

They explained that the existing law pampers youth offenders who commit crimes. Given that the law does not impose criminal liability to young ones, it gives the youth the impression that they can get away with doing crimes. Moreover, they reiterated that the proposed bill will also stop adult criminals to make use of the youth below 15 years old to do crimes like drug trafficking.

Representative democracies

In representative democracies we do not decide on major issues for ourselves but entrust that role to our elected representatives. To what extent can this system be blamed for the rise of political disillusionment in Australia and similar countries in recent years? The election of President Donald J. Trump

The dollar appreciated sharply in the weeks following the election of President Donald J. Trump. By the time of Trump’s inauguration, the dollar had reached levels not seen for more than 10 years. The strong dollar seemingly posed a threat to Trump’s campaign promise to reduce and even eliminate America’s trade deficit.

In pursuit of this goal, the incoming Trump administration threatened to renegotiate existing trade agreements and to label the Chinese government a “currency manipulator.” By April of 2017, Trump was giving public voice to his views on the dollar, stating in an interview to the Wall Street Journal that he thought that the “dollar is getting too strong” (Baker et al. 2017). Trump’s statement, and his continued support for low interest rates, contributed to a weakening of the dollar over subsequent months. By the end of the year, the dollar had fallen by about 10 percent relative to its December 2016 value but remained almost 15 percent above the post-crisis floor that it reached in 2014.

Should the Trump administration strive to weaken the dollar further in pursuit of reducing the trade deficit? Critics of such a policy highlight the costs and potential dangers associated with a weaker dollar. Some analysts argue that market expectations of prolonged dollar weakness could lead to higher interest rates in the United States. Higher interest rates would raise the cost of investment for the private sector and raise the federal government’s borrowing costs.

Others suggest that a determined policy of undervaluing the dollar will eventually spark foreign retaliation, thereby raising the possibility of another “currency war” like the one Brazil accused American policy of triggering in 2009-2011. More profoundly, a loss of foreign confidence in the commitment by American policymakers to a strong dollar could cause foreign governments to shift from the dollar to the euro as their primary vehicle currency and reserve asset. Such a shift would precipitate a major collapse of the dollar and substantially raise borrowing costs in the United States. For advocates of this position, a strong dollar is a critical American interest. What is the right value for the dollar?

All men are created equal

“We hold these truths to be self-evident, that All men are created equal that they are endowed by their Creator with certain unalienable Rights.” (Council on Foregin Relations n.d)  Every human being needs to have their rights, and the right to practice them. It allows each and every one of us to live with freedom, justice, dignity, peace, and equality. There are countries in the world, where people do have rights, but does not have the right to practice them.

Those people are struggling, and does not have power to fight for their rights. Our rights come from the Constitution. In order to maintain these rights, government is needed to arrest, prosecute, and punish these types of people.

“The declaration tells us that it is the right of the people to alter or abolish that government and to implement a new government that is designed to protect, not destroy, the exercise of man’s natural or God-given rights.” (Hornberger, J.G 10,29,2012 Human rights can be created, but it takes years in order for it to take place.

For that UDHAR was adopted by the United Nations on December 10th, 1948. Human rights are universal to everyone. The reason why they are universal its because they are born with and possessed the same rights no matter where they reside. This is something which can never be taken away from them. If these rights are not universal it can be a threat for the people.

Here is a list of rights that can be universal, right to equality, freedom from discrimination, right to life, liberty, personal security, freedom from slavery, and freedom from torture and degrading treatment. There are more, but I feel like these are very important.

The powers of the state executive branch

Public health initiatives have traditionally fallen under the powers of the state executive branch, including state governors. But the many conflicts of the pandemic sparked critical debates about the appropriate role of state governments in affecting public health. More than 26 states have instituted legislation that limits the governor’s powers to issue public health-related mandates.

Some states have taken powers away from state health officials, which also fall under the executive branch (bureaucracy), to close schools or require masks.
